U.S. Coast Guard Regulations for Personal Flotation Device (PFD)
Pursuant to Federal Boat Safety Act of 1971
Effective: September 1977
A personal flotation device means a device that is approved by the Commandant, U.S. Coast Guard, under CFR Part 160. This regulation applies
to all recreational boats that are propelled or controlled by machinery, sails, oars, paddles, poles, or another vessel except racing shells, rowing
sculls, and racing kayaks. A "Recreational Boat" means any vessel manufactured or used primarily for non-commercial use; or leased, rented or
chartered to another for the latter's non-commercial use. It does not include a vessel engaged in the carrying of six or fewer passengers.
TYPES OF PFD
TYPE I Any approved device designed to turn an unconscious person from a face downward position in the water to a vertical or slightly
backward position, and to have more than 20 pounds of buoyancy. Fig. 3783 Jacket, Fig. 685 Molded Life Preserver, Fig. 8074
Buoyant Vest.
TYPE II Any approved device designed to turn an unconscious person from a face downward position to a face
up vertical or slightly backward position, and to have at least 15-1/2 pounds of buoyancy. Fig. 3721
Buoyant Vest and Fig. 9401 Infant Life Vest. Fig. 3725.
TYPE III Any approved device designed to keep a conscious person in a vertical or slightly backward position, and to have at least 15-1/2
pounds of buoyancy. Fig. 6850, Fig. 7941 and Fig. 3725.
TYPE IV Any approved device to be thrown to a person in the water and not to be worn, and to have at least 16-1/2 pounds of
buoyancy. Fig. 3719 Cushion, Fig. 3558 Ring Buoy, and Fig. 920 Horseshoe Buoy.
TYPE V Any approved device designed for a special and restricted use. Meets all OSHA regulations.

PERSONAL FLOTATION DEVICE (PFD) REQUIREMENTS
BOAT SIZE REQUIRED EQUIPMENT
Less than 16 feet ...............................................................................................One Type I, Type II or Type III Life Vest
for each person aboard.
16 feet or more .................................................................................................One Type I, Type II or Type III for each
person aboard, plus one Type IV throwable device.
All recreation canoes and kayaks, regardless of length ...........................................One Type I, Type II or Type III Life Vest
for each person aboard.
NOTE:
A type V hybrid PFD may be substituted for a Type I, II or III device but it must be worn whenever the vessel is underway and the person is not
in the cabin or other enclosed area.
STOWAGE REQUIREMENTS:
All PFD Types I through III must be readily accessible. PFD Type IV must be immediately available.
MARKING (OF PFD):
All types of Personal Flotation Devices must: Bear the U.S.C.G. Approval number and be in serviceable condition and the proper size.
